Peek/Poke will save you significant amounts of time, just by freeing the programming resources needed to implement these often needed functions. Any custom solution for Windows 95/98 would involve LabVIEW Code Interface nodes, Watcom 32-bit C, Windows DLLs, a 16-bit C compiler, and as many Windows reference books as you can get your hands on.
